Thetford Select Board Meeting


MARCH 25, 2002

PRESENT: Paul Raymond, Sara Ferguson, Mary Spata, Rick Barrows, Mark McMahon

Meeting called to order at 6:30 p.m.

Jessica Eaton joined meeting to report that school busses had difficulties on Gove Hill this past Thursday and Friday following storms. Board acknowledged that two town trucks were disabled but would remind road crew to attend to Gove Hill first.

All town trucks have been repaired and are in working order. Mower attachment needs repair.

Tim Gray joined meeting to reqest that the town consider taking over Church Lane which is now a private road shared by Baptist Church, Cole Electric and few residents. Mr. Gray's request is based on six lots of a subdivision and the creation of High Ridge Lane which will be accessed from Church Lane. Selectboard will evaluate cost/benefit to the town and residents. Last road taken over by town was Phelps Road off Sawney Bean approximately 6 years ago based on four households within 800'. Mr. Gray left meeting.

Representative Jim Masland joined meeting to update board on pending legislation in Montpelier. He remains available to residents to answer any questions or hear opinions.

Discussed Police Search Committee development which will have their first meeting on April 4, 2002 at 6:30 p.m. at Town Hall. All interested citizens are welcome to attend all open meetings. Rick Barrows will chair the committee.

Town Hall Renovation committee will be identifying grants to apply for as well as grant writers who have indicated interest in providing assistance. Smith and Vansant will begin process of having a hazardous materials evaluation conducted at Town Hall and of hiring of a Construction Manager.

Discussed combining Town Hall holding accounts to simplify accounting as recommended by auditor. COPS and Conservation Commission accounts will remain separate, all others will be joined into a Cash Management System (CMS) which will sweep into checking as needed. Rick Barrows will investigate whether the money from these special funds can be used for the general fund to avoid borrowing from the town's line of credit.

Motion to return $100,000 from the general fund to town special fund. (Barrows/Spata). Unanimous.

Discussed the possibility of changing when taxes are collected from October 15, to an earlier date now that the state has changed closing date for grand list to December 31. An earlier date would decrease the amount the town has to borrow and the cost therein.

Motion to pay Hill Martin prior year bills for $3224.19 for repairs and miscellaneous parts for town trucks (Spata/Barrows). Unanimous.

Selectboard asked Roberta Howard to schedule a tax sale this spring on properties three years past due or amounts in excess of $10,000.

Motion to adopt minutes of 3/18/02 as corrected (Barrows/Ferguson). Unanimous.

Motion to appoint Marion Fifield as Town Historian (Spata/Barrows). Unanimous.

Motion to approve Warrant #12.2 for $13,348.49 for town highway expenses (Spata/Ferguson). Unanimous.

Motion to approve warrant # 12.1 for $18,576.23 or town expenses (Spata/Raymond). Unanimous.

Vote will be conducted by Vermont Labor Relations Board as to whether to establish a Federation of County, State and Municipal workers Teamsters Union on April 10, 2002 at 11 a.m. - 12 noon. Current road crew members are eligible but the Road Commissioner is ineligible. The town has the option to recognize or not recognize the union in negotiations.

The selectboard will ask the road crew to meet with us on Monday, April 1, 2002 to discuss their concerns.
