Agenda: emergency response plan, police candidates, recycling review/report
Called to order at 6:36pm.
The minutes of 6-16-03 were approved unanimously, as amended. (Spata/Raymond)
Emergency Response Plan:
Elizabeth Copper Mines- The police and fire departments, along with Wendy Cole met to plan for the possibility of emergency evacuation of the Rices Mills area. If evacuation is needed, families will go to the Cole residence. The Ballou and Stone residences will be used as a back up. The Red Cross would become involved right away in the event the Emergency Response plan is activated. David Goodrich, Emergency Management Coordinator, will coordinate with Police Chief. Many community members have come together to work on this plan.
Survey of 100 acres:
Survey of 100 acres in Post Mills is being completed this week to allow for transfer of property from state to Town of Thetford.
After Mr. McMahon's conversation with Vermont League of Cities and Towns (VLCT), all insurance claims have been satisfied.
R. Barrows has researched times sheets; final payment of leave time has been paid to a recently dismissed employee.
Road grading was discussed.
Payroll reports- R. Barrows has talked with Treasurer, Martha Howard about getting the reports, but he has not received them yet.
Mr. McMahon left the meeting at 7:10pm.
The personnel policies were sent to Julie Fothergill at VLCT. She will review the policies and charge the town for 3 hours of time.
Paul McGovern came to the meeting at 7:20pm. He has a hearing with the State Agency of Transportation on June 17, following the state's denial of the proposed access from State Highway 113 to his proposed housing development and needs the letter of support that the board is writing for the location of the road. Mr. McMahon will deliver the letter to Mr. McGovern's home this evening.
Ms. Ferguson presented a progress report from the committee identifying potential sites, possible waste stream configurations and comparable costs among select Vermont towns.
The board met with an applicant for the part time officer position and will recommend that the Chief have a background check conducted.
Mr. McMahon re-joined the meeting at 8:35.
Town Clerk and Selectboard Chair will have a key to the personnel file that is locked in the vault.
The Selectboard will continue to post informal notes from the weekly meetings on Topica via Sara.
On behalf of the Thetford Center Community Center, Sue Rump requests that the board approve the placement of a bandstand on the Thetford Center Common. Ideas for funding/grants were discussed and will be passed on to Ms. Rump.
Sayer Bridge repairs are still needed. Road grading issues, drainage & culvert needs on various roads were also discussed. When digging is required, Dig Safe can provide information about the location of underground cables.
Mr. Raymond reported on four bids for removal of dead trees and limbing on Post Mills Common.
Mr. McMahon stated the board's intention to replace the trees being removed at some time in the future.
Motion to hire Rice Tree Service to complete the tree work. (Raymond/Ferguson) Unanimous.
The former Frazer property, owned by The Town of Thetford, has a purchase and sales agreement for $15,000 with the Budzyns of Post Mills. The closing date will be set at 30 days following the first published notice.
Repaving of Sawnee Bean Road. Mr. McMahon suggests the Selectboard consider extending the job past Poor Farm Road, north around the sharp bend approximately 500 feet. They will look at the budget.
Brendan Austin came to the meeting at 9:30 to discuss his interest in the Animal Control Officer position.
Motion to hire Brendan Austin to fill the position of Animal Control Officer. (McMahon/Barrows) Unanimous. Mr. McMahon and Police Chief will provide training.
