Thetford Select Board Meeting

Tim Gibbs presented quotes for a new loader: Case -$76,900; John Deere- $70, 893 and CAT - $65,000. These prices include the trade-in value of Thetford's loader. Mr. Gibbs is most impressed with the CAT.

Motion to authorize the expense of up to $65,000 of emergency purchase of a CAT backhoe/loader (Barrows/Spata) unanimous.

Mr. Gibbs will work with the dealer to reduce the cost of equipment rental during the six weeks that it will take for delivery of the new loader.

The culvert on Poor Farm Rd. will be replaced on Thursday 11/4. Mr. Gibbs will notify residents of that road that it will be closed for approximately four to six hours.

Sean Mullen, Thetford Planning and Conservation Commissions, joined the meeting at 6:58 pm to inform the Selectboard of a planning meeting that will take place on November 11 at 7:15 pm at the Thetford Center Community Building. UVM Ecology Professor Elizabeth Thompson will make a presentation. Kevin Geiger, Two Rivers Ottauqueechee Regional Commission, will also be present as he has been working with Thetford to develop the Town Plan.

Mr. Mullen left the meeting at 7:15 pm.

Mr. Gibbs left the meeting at 7:30 pm.

Martha Howard, Town Treasurer, submitted a letter declining to accept the Selectboard's request to act as fiscal sponsor for the Rices Mills Community Association. Rick Barrows will follow-up with Ms. Howard and Julie Fothergill, Attorney, Vt. League of Cities and Towns.

Mark McMahon and Sara Ferguson will attend a conference, "Hiring, Firing and Running The Town". Ms. Ferguson will make arrangements with Ms. Howard to register/make payment.

Thetford Academy Trustees submitted a letter to inform the Selectboard that the Godfrey Rd property is being discussed as part of their Master Facilities Plan, which will be complete by June 2004.

Swanson/Fabrikant Property- Houghton Hill Septic Design update. Mr. Barrows called the State Permit Specialist for further information and clarification. He found out that if the lot was in existence before September 1969, the town has authority to approve it. The Permit Specialist indicated that they would not approve a septic design without appropriate setback (25 ft) or 10 feet with a mound system and a long-term maintenance agreement of the new type of septic requested.

The treasurer requested information on values of town-owned properties for insurance purposes, which the Selectboard provided.

Mary Spata updated on recent staff meeting. Staff are interested in implementing retirement benefits plan. Ms. Howard will handle staff enrollment.

Paul Raymond does not have a contract for the Stowell Bridge project.

The minutes of 10/27/03 were approved as amended. (Spata/Ferguson) unanimous.

Motion to approve a request to name a private driveway, Mountain View Lane, as coordinated by the Zoning Administration. (Spata/Ferguson) Unanimous.
