Thetford Select Board Meeting


November 17, 2003

Meeting called to order at 6:45 p.m.

Road department had difficulty purchasing needed parts for town trucks on credit as bills are outstanding over 90 days. Selectboard will discuss with Treasurer, Martha Howard.

Mark McMahon joined meeting at 7:00 pm.

Motion to enter executive session at 7:05 pm to discuss personnel matters (Spata/Ferguson) unanimous.

Motion to end executive session at 7:25 pm (Barrows/Spata) unanimous.

Motion to increase salary of Road Foreman, Tim Gibbs from $12 to $14 per hour retroactive to October 1.

Kevin Geiger, Two Rivers Ottaquechee Rivers Planning Commission joined meeting.

Federal Emergency Management Agency (FEMA) has accepted town projects for total payment of $61,000 that is 75% of ten approved projects. Town awaiting payment.

Town received $25,000 grant check in mail from Vermont Preservation Trust for town hall renovation.

Brownfields study of town garage merits evaluation and testing for ground contaminants. EPA grant covered $8,000 evaluation. Town, as potentially responsible party, must bear cost of testing and remediation estimated at approximately $10,000.

Mr. Gibbs left meeting.

Pre-disaster mitigation plan will be reviewed with Emergency Management Coordinator David Goodrich. Mr. Geiger left meeting.

Town Health Officer Al Stone reviewed Swanson/Fabrikant property septic on Houghton Hill Road. Current design includes a treatment tank and allows for 12'-15' setback rather than the state-required 25' setback for septic systems. District Permitting Specialist, Susan Hartsma, Barre office would not routinely approve this system as designed. The state also usually requires evidence of a long-term maintenance contract on the treatment tank system. Since this is an existing house site, the town needs to allow the "best fix" solution, and the application can be approved by our Health Officer. Mr. Stone left meeting.

Motion to enter executive session with Town Clerk, Tracy Borst at 8:40 p.m. (Barrows/Spata) unanimous to discuss personnel matters. Town Treasurer joined meeting at 9:00 p.m.

Motion to end executive session at 10:10 p.m. (Spata/Barrows) unanimous. Ms. Borst and Ms. Howard left meeting.

Ms. Spata sent letter to Vermont Municipal Employees Retirement fund to establish retirement plan for town employees.

Motion to approve warrant 47.1 general fund $50,751.79 (Barrows/Ferguson) unanimous.

Motion to approve warrant 47.2 highway fund $17,479.57 (Spata/McMahon) unanimous.

Motion to adopt minutes of November 3, 2003 as amended (Spata/Barrows), 3 in favor, Mr. McMahon abstained as he was not at Nov. 3 meeting.

Motion to adopt minutes of November 10, 2003 as amended (Ferguson/McMahon) 3 in favor, Mr. Barrows abstained as he was not at November 10 meeting.

Motion to adjourn at 11:10 p.m. (Ferguson/Spata) unanimous.
