Thetford Select Board Meeting


April 26, 2004

PRESENT: Paul Raymond, Mary Spata, Mike Brown, Marilyn Cook (clerk)

GUESTS: Patrick Dakin- Upper Valley Land Trust, Jim Lanctot- Police Officer, Linda Manning

Meeting called to order at 6:35 pm.

Patrick Dakin in to discuss the status of the transfer of 100 acres in Post Mills. A review of previous minutes shows no provision for who will pay for the preparation of the conservation easement.

Mr. Dakin left the meeting at 6:45 pm and Rick Barrows joined the meeting.


Officer Jim Lanctot reviewed the current police schedule.

The National Incident Base Reporting for 2003 was not done and Officer Lanctot arranged for Hartford's dispatcher, Becky Stearns, to complete it. The Selectboard agreed to pay her for this work.


Linda Manning in to request the late registration fee for a dog license be waived. She questioned the rate of Thetford's fee. The Selectboard denied the request. The fees are set by the Town of Thetford Municipal Ordinance. Ms. Manning left the meeting at 7:00pm.

A resident joined the meeting at 6:58 pm.

Motion to enter Executive Session at 7:00 pm with Officer Lanctot to discuss police personnel matters. (Barrows/Raymond) Unanimous.

Motion to end Executive Session at 7:20 pm. (Raymond/Barrows) Unanimous.

No action taken. Officer Lanctot left the meeting at 7:20 pm.

A resident received a letter from the Selectboard regarding unregistered vehicles on the resident's property. The resident has removed some vehicles from the property, but wants the Selectboard to be aware that some vehicles in question are located on a neighboring property.

The resident also made the Selectboard aware of a dead tree located on the town's right of way on Colby Road South. Rick Barrows will contact the town's Tree Warden, Elmer Brown.

The resident left the meeting at 7:30 pm. Scott O'Hearn, Treasure Island Manager, joined the meeting at 7:30 pm.

Mr. O'Hearn reviewed activities and work proposals-

" Green-Up Community workday at Treasure Island on May 1.

" May 8- Sign up for swim lessons for Thetford residents from 10-12n at Town Hall.

" Operation Day's Work- Four Thetford Academy Students will work a day with Mr. O'Hearn.

" Road Crew is needed to provide some assistance.

" Scott Chapman has been hired to complete some carpentry work.

" Reviewed three roofing estimates offering three different ways to repair the roof. The Selectboard wants an architect to recommend the best approach. New estimates will be obtained according to the recommendations.

Mr. O'Hearn left at 8:15 pm. Jill Graff, Treasurer, and Tracy Borst, Town Clerk, joined the meeting.

Ms. Graff submitted the Payroll Report, which the Selectboard reviewed.

The Animal Control Officer held a dog for three days, while she was unable to reach the Pound Keeper. Paul Raymond will talk with the Officer about the procedure.

Ms. Borst has hired Joani Crosson as Assistant Town Clerk for 20 hours a week. She will work Tuesday through Thursday.

Ms. Graff has hired Becky Buchanan for 10 hours a week, with a schedule to be determined.

Ms. Borst left the meeting at 8:25 pm.

Julie Fothergill, Vermont League of Cities and Towns (VLCT), is reviewing changes made to the Personnel Policies.

Motion to approve Check Warrant Report #14.1 (General) in the amount of $21,401.26. (Raymond/Barrows) Unanimous.

Motion to approve Check Warrant Report #14.2 (Highway) in the amount of $7,889.62 (Raymond/Barrows) Unanimous.

Miranda Clemson was hired as the Computer Networking Consultant.

Ms. Graff left the meeting at 8:35 pm.

The Greater Upper Valley Solid Waste Management District's Big Trash Day took place on April 24. The Selectboard thanks Mary Lou Willing, Dave Fisk, Jim Masland and Mark McMahon for their volunteer efforts with this event.

An anonymous resident will construct a plaque to recognize Civic Pride Awards.

Mr. Raymond has found that E-911 numbers are assigned according to location of driveway rather than property name. He will talk with Bill Thrane, Zoning Administrator.

Mike Brown attended a VLCT program on Property Taxes.

Mary Spata will attend the Thetford Center Common Committee meeting on April 27 at 7:30 pm and the Thetford Hill Village Improvement Society meeting on April 28 at 7 pm.

The subdivision of the Recycling Center property will be reviewed at Planning and Zoning meeting on April 27 at 7:30 pm.

George and Juanita Stowell donated a freezer to the Thetford Food Shelf, of which the Selectboard is appreciative.

Move to accept the minutes of April 19, 2004, as amended. (Barrows/Raymond) Unanimous.
