THETFORD SELECTBOARD MINUTES
June 7, 2004
PRESENT: Paul Raymond, Mike Brown, Mary Spata, Mark McMahon, Rick Barrows (6:40 pm), Marilyn Cook (clerk)
AGENDA: Jim Lanctot- Police Department; Richard Balagur-property tax penalty; Miranda Clemson, computer consultant- anti-virus software; personnel policy review
Meeting called to order at 6:35 pm.
Police Chief Search Committee update- pool of candidates has been narrowed to five for interviews.
Selectboard Chair, Mark McMahon, signed overweight vehicle permit for Murdo Limlaw.
Jim Lanctot, Police Officer, joined the meeting at 6:50 pm.
" Update on his knowledge of unregistered vehicles on the property of a resident who recently received an extension of time to remove excessive vehicles from the property.
" Officer Lanctot recommends increasing police coverage on the weekends. The second police vehicle has been repaired; it needs new tires, an inspection and blue lights.
Richard Balagur joined the meeting at 7 pm.
" Officer Lanctot reported a problem with radio transmitter at the Vt. State Police Department in Bradford. They are assessing the problem and when repaired Thetford will be able to assess radio reception.
" The Thetford Police department is covering graduation events.
Officer Lanctot left the meeting at 7:20 pm.
Mr. Balagur in to discuss his tax abatement hearing in which he requested abatement on tax penalties and accrued interest on a property that he acquired through a tax sale. Because the deed was not complete by the October deadline, Mr. Balagur did not pay the property tax, even though the property belonged to him one year and a day following the tax sale. By state statute, the town is unable to forgive the penalties. The selectboard will meet with the town tax attorney, Jeff Taylor, to discuss his involvement in this transaction.
Miranda Clemson, Computer Networking Consultant, joined the meeting at 7:45 pm.
Mr. Balagur left the meeting at 7:50 pm.
Ms. Clemson described anti-virus software options and a package was chosen. She left the meeting at 8:05 pm.
Jill Graff, Treasurer, and Tracy Borst, Town Clerk, joined the meeting at 8:10 pm.
Changes to the Personnel Policy were reviewed.
Motion to adopt the Town of Thetford Personnel Policy, as amended June 7, 2004, to be effective June 7, 2004. (Spata/Barrows) Unanimous.
Election Procedures (various June dates) will be attended by Selectboard Member, Paul Raymond; Town Clerk, Tracy Borst; and members of the Board of Civil Authority- Cy Severance, Gladys Boyd, Brenda Magoon and Wendy Cole.
Board of Civil Authority Tax Appeal and Abatements (June 16) will be attended by Selectboard Member, Mike Brown; Listers, Janet Stowell and Denise Adams; Treasurer, Jill Graff; and Town Clerk, Tracy Borst.
Ms. Borst and Ms. Graff left the meeting at 8:40 pm.

Motion to approve Check Warrant #18.1 (general) in the amount of $25,909.24, #18.3 (general) in the amount of $21,884.10, #18.2 (general) in the amount of $12,612.33 and #18.4 (payroll) in the amount of $5,428.81. (Spata/Barrows) Unanimous.
Roxy Maxfield, Lister, submitted her letter of resignation as Town Lister. The board will post a notice of position vacancy in three places to consider appointing a new lister.
Charlie Stephens, long-time Special Officer for the Town of Thetford, submitted his letter of resignation. The Selectboard is very appreciative of the excellent service Officer Stephens has provided the Town of Thetford for twenty years.
The landfill property has been transferred to the town. An $8,000 payment needs to be made to the Upper Valley Land Trust. Fundraising to pay this cost will be considered.
Charlie Buttrey, School Board Chair, joined the meeting at 8:55 pm to inform the Selectboard of the vacancy on the School Board. Four residents will meet with the Selectboard to discuss the open position. The School Board is expecting to make a recommendation to the Selectboard at the next meeting. Mr. Buttrey left the meeting at 9:00 pm.
Mr. McMahon left the meeting at 9:05 pm.
Motion to give $100 each to Thetford Women's Softball and Hartford Legion Summer Baseball (Spata/Barrows) Unanimous.
Thetford Hill Village Improvement Society requests people walk the proposed walking path from Thetford Academy to Library road; the path has been staked. A public hearing for the proposed path is scheduled for July 12 at 8:00 p.m on the Hill Common.
The Selectboard received a copy of a letter from zoning administrator, Bill Thrane, to owners of properties with illuminated signs, outlining the requirement for zoning permits.
There is a meeting of the Thetford Energy Committee on Wednesday, June 9, 2004.
The Recycling Center Committee meets on Thursday, June 10 at 7 pm. Members of the committee will also visit the Norwich Recycling Center.
Motion to approve the minutes of May 24, 2004, as amended. (Barrows/Raymond) Motion passed with abstention from Paul Raymond, who was absent from the meeting.
