Thetford Select Board Meeting


August 16, 2004


Present: Mark McMahon, Mary Spata, Mike Brown, Rick Barrows

Guests: Sharon Harkay- Animal Control Officer; Jill Graff- Treasurer


Meeting called to order at 6:38 pm by Mike Brown.


Animal Control Officer, Sharon Harkay, updated the selectboard on her recent visit to Robinson Hill Rd. neighborhood, where there is an ongoing issue with the Chapman's dog. The process of dog complaints and issuing warnings and tickets was discussed.

Contrary to the report in the Connecticut Valley Spectator, the selectboard endorses the work of the animal control officer and the police department in resolving this issue. There was some confusion on selectboard's behalf on the process.


Ms. Harkay left the meeting at 6:50 pm.


Motion to set the municpal tax rate for the Town of Thetford at .5232. (McMahon/Spata) Unanimous.


The estimated tax rate for homestead property is based on the municipal tax rate of .5232 plus the statewide education tax rate of 1.7237 for a total of 2.2469, as prepared by the VT. Department of Taxes dated July 2004.


The estimated tax rate for non-residential property is based on the municipal tax rate of .5232 plus the statewide education tax rate of 1.609 for a total of 2.1322, as prepared by the VT. Department of Taxes dated July 2004.


This information is based on the 2004 Thetford Grand List of $2,096,659.28


Jill Graff left the meeting at 8:00 pm.


Mike Brown spoke with Jean LaRiviere regarding his concern with low-flying balloons from the Post Mills Airport. FAA regulates minimum height requirements. Mr. LaRiviere should make complaints to the FAA.


The recycling center committee recently met and agreed to utilize a Physical Engineer. The site set-up was discussed.


Tracy Borst, Town Clerk, joined the meeting at 8:05 pm.


Cathee Clements is interested in taking over the Town Newsletter.


Town employees have discussed the possibility of integrating the town garage telephone line into the town hall phone system, in order to eliminate one phone line. Ms. Borst will look into options.


Illuminated signs-

Local businesses with signs have received letters from the selectboard. Owners need to apply for permits through the zoning board.


The Vt. Municipal Clerk and Treasurer's Conferences will be held on Sept. 20 and 21. Ms. Borst and Ms. Graff will attend the appropriate conference.


Motion to approve Check Warrant #28.2 (highway) in the amount of $2,426.90 and Check Warrant #28.1 (general) in the amount of $4,178.94. (Barrows/Spata) Unanimous.


The town hall parking lot project needs to be complete by September 14, the next voting day.


Lights at the basketball court are being repaired this week.



The Thetford Volunteer Fire Department requests approval from selectboard to hold the Annual Labor Day Parade and Barbeque on Rte. 244 in Post Mills at 11:30 am on September 6, 2004.

Move to approve request of Fire Department (Barrows/Brown) Unanimous.


Ms. Borst left the meeting at 9:15 pm.


August 16, 2004


Motion to approve the minutes of August 9, 2004, as amended. (Barrows/Brown) Unanimous.


Motion to adopt the minutes of July 12, 2004. (Spata/Brown) 3 in favor. Rick Barrows abstained due to absence from meeting. Motion passed.


The Norwich Police Department is providing supervision to part-time police officer, Laura Holt.


Mark McMahon provided a brief update on road department. Equipment is in good working order and all radios are repaired.
