Thetford Select Board Meeting


September 20, 2004


PRESENT: Paul Raymond, Mary Spata, Mike Brown, Marilyn Cook (clerk)


Meeting called to order at 6:35 pm.


Energy Committee drafted a letter to Central Vermont Public Service Board Corp. regarding municipalization of Thetford's street lighting.


Rick Barrows arrived at 6:50 pm.


Frank Bonnett, Recycling Center, informed the Selectboard of a problem with people dumping trash in the dumpster during off-hours. He will continue to monitor the problem and Mike Brown will check in with Police Department.


The 9/23 meeting of the Recycling Center Committee may need to be rescheduled.


Crossroads Farm donated plants to the town hall.


Motion to accept the Brown's Nursery bid of $6100 for planting of 85 evergreens at the Recycling Center. (Spata/Raymond) Unanimous.


A letter of thanks will be sent to Sue Gault in appreciation of the chairs she donated to the town.


Move to accept Jon Harrington's agreement for engineering services for Thetford Town Recycling Center with an anticipated cost of between $2500 and $3000, including a $1200 retainer. (Brown/Barrows) Unanimous.


Bob Farnham arrived at 7:30 pm.


Mr. Farnham is interested in improving a class IV road between Picknell and Gove Hill, so that he may access a property that he is interested in purchasing. The selectboard reviewed the intention of the class IV road policy and provided him with a copy of the policy. If there are no existing powerlines on the class IV road, the selectboard discourages placement of new poles.


Mr. Farnham left at 7:50 pm.


The Thetford Hill Village Improvement Society has developed a sign policy on Thetford Hill Common to limit the number of signs that are displayed. Mary Spata will respond.


Mark McMahon arrived at 8:00 pm.

Rick Barrows left at 8:05 pm.


The selectboard is concerned that trucks for the Elizabeth Mines remediation project are running seven days a week and will respond with a written memo to Ed Hathaway of the Environmental protection Agency.


Board members will review a draft of the Road Specification's Policy written by Mark McMahon to be discussed at the next meeting.


Tracy Borst, Town Clerk, joined the meeting at 8:25 pm.

There will be a reception for town volunteers on October 25 at 7:00pm. An announcement will be placed in the Valley News and invitations sent.

Ms. Borst left the meeting at 9:10 pm.


Motion to approve Check Warrant #33.1 (general) in the amount of $13,377.91, #33.2 (general) in the amount of $5180.47, #33.3 (general) in the amount of $279.95 and #33.4 (payroll) in the amount of $8214.05. (Spata/Brown) Unanimous


Motion to accept the minutes of September 13, 2004, as amended. (Spata/Brown) Unanimous.
