Thetford Select Board Meeting


October 4, 2004


PRESENT: Mike Brown, Mary Spata, Mark McMahon, Marilyn Cook (clerk)

GUESTS: Allison Rogers- Reporter for Connecticut Valley Spectator, Cathee Clement- Editor for Thetford Town Newsletter


The meeting was called to order at 6:45 pm by Mark McMahon


Cathee Clement reviewed the Oct/Nov issue of the town newsletter with the selectboard. They plan to discuss goals for the newsletter and a distribution plan at a future meeting.


Rick Barrows joined the meeting and Ms. Clement left at 6:50 pm.


Jessie Perry joined the meeting with her parents, Dave Perry and Kelly Gardner at 6:48 p.m. to discuss concerns regarding a traffic violation. The Selectboard will look into the matter and respond to their concerns. Jessie Perry, Dave Perry, and Kelly Gardner left the meeting at 7:30 p.m.


Motion to accept the minutes of September 27, 2004, as amended. (Spata/Barrow) Unanimous.


Mark McMahon reported that some of the road concerns on Cream St. have been addressed.


Doug Stone, Road Foreman, viewed Jackson Brook Rd to investigate possible road damage caused by logging. The selectboard awaits his opinion about the road.


Brown's Nursery has begun planting of trees at the recycling center.


Tracy Borst, Town Clerk, joined the meeting at 8:05 pm.


Move to abate the 1% penalty for late filing of homestead declaration in the amount of $46.64 for George and Donna Foster, as allowed by Act 68. (Brown/Spata) Unanimous.


Ms. Borst has prepared the mailing list and invitations for the October 25 Town Hall Open House for volunteers and employees.

Ms. Borst will be at a Department of Motor Vehicle registration renewal on 10/8/04

Ms. Borst left the meeting at 8:45 pm.


Mary Spata reported that the Thetford Center Town Common Design Charette brought over 40 residents in two evenings to generate ideas for the Thetford Center Common. She will post information on the Thetford listserve. Reports, including drawings, will be available at Town Hall and Libraries in the next few weeks.


Motion to sign a new contract with the Bradford State Police for 20 hours of police coverage in Thetford. (Brown/Barrows) Unanimous.


Allison Rogers left the meeting at 9:20 pm.


Motion to approve check warrant report #35.1 (general) in the amount of $74,769.62, #35.4 (payroll) in the amount of $8,897.98 and #35.2 (general) in the amount of $4,650.93. (Spata/Brown) Unanimous.


Rick Barrows will act as the liaison to the Thetford Police Department, including Thetford Police Officers and Bradford State Police.


Motion to adjourn at 9:55 pm. (Spata/Barrows) Unanimous.
