Thetford Select Board Meeting


December 13, 2004


PRESENT: Paul Raymond, Mike Brown, Mary Spata, Rick Barrows, Mark McMahon, Marilyn Cook (clerk)


AGENDA: Police Department Budget Review; Highway Department Budget Review; Minutes Review; New Business


Rick Barrows called the meeting to order at 6:36 p.m.


Jeff Sirjane, Fire Warden, joined the meeting at 6:55 pm to review the proposed Fire Warden Budget.


Ken McDaniels, Budget Committee, joined the meeting at 6:59 p.m. Mr. Sirjane left the meeting at 7:03; Jim Lanctot- Police Officer, Joe Anthony- Police Chief, and Lynne Miller- Budget Committee joined the meeting.


Chief Anthony requested that the budget review for the police department be rescheduled to December 20 at 6:30 p.m. He will be prepared to present a proposed budget that will provide the town with a police department, rather than police services, which he feels are currently in place.


Officer Lanctot and Chief Anthony left the meeting at 7:48 pm. Tracy Borst, Town Clerk and Doug Stone, Road Foreman joined the meeting at 7:50 p.m.


The deadline for filing nomination petitions with the town clerk for town office positions is January 24. Ms. Borst will submit this information to Cathee Clement for publication in the town newsletter and Valley News. The deadline for filing petitions for Warned Articles is January 20.


Ms. Borst left the meeting at 8:00 p.m.


Doug Stone reviewed the Highway Department Budget. He reminded the selectboard that the town would be required to cover the sand pile within the next two years. He will get estimates for a Cover-All, one option to consider.


Mr. Stone, Lynne Miller and Ken McDaniels left the meeting at 8:50 p.m.


Motion to approve Check Warrant Reports:

#45.4 (payroll) $8,736.59

#45.2 (highway) $7,321.49

#46.3 (general) $17,162.50

#46.1 (general) $3,979.67 (Spata/Brown) Unanimous.


Motion to approve minutes of December 6, 2004. (Brown/Raymond) Unanimous.


Mark McMahon joined the meeting at 9:07 p.m.


Mary Spata will talk to the Listers about the status of the staff salaries compared to this year's budget.


The selectboard will consider using Yellowwood Associates for planning and consultation on the municipal infrastructure, including continuation of the Brownfield's Project at the town garage.


Mike Brown attended a Vermont League of Cities and Towns meeting titled, " Managing Municipal Highway Systems".


The Thetford Center Town Common Committee will present its final report and recommendations to the selectboard on January 3, 2005 at 7:00 p.m.
